Tender: Pre-Qualification for Infrastructure Contracting Works in the New Sadr City Project

1. The Mayoralty of Baghdad / Design Department invites experienced and qualified foreign companies and Iraqi companies holding the Contractor Classification Identity (Excellent Grade)) to submit their bids for the pre-qualification of implementing infrastructure contracting works for the New Sadr City Project. Pre-qualification will be conducted in the first phase of the relevant competitive procedures.
2. Interested bidders can obtain additional information from The Mayoralty of Baghdad / General Contracts Department / First Floor and access the pre-qualification documents during official working hours.
3. Interested applicants can obtain the complete set of pre-qualification documents in both Arabic and English by submitting a written request addressed to the department and address mentioned below for a fee of 1,500,000 Iraqi Dinars, non-refundable.
4. Bidders are obligated to submit their bids in accordance with the requirements of the pre-qualification document in all its sections. Failure to comply will result in the refusal of their bid.
5. Iraqi companies must provide a tax clearance certificate issued by the General Tax Authority / Companies Relations Department addressed to the Mayoralty of BAGHDAD, Valid during the bid submission period, in the company’s name along with the Company tax ID.
6. Iraqi companies must provide copies of the authorized director’s documents and the company’s establishment documents issued by the company’s Registrar, along with all the requirements mentioned in the bid data sheet.
7. Foreign companies must provide original company establishment documents duly legally attested by the Iraqi embassy in the country of establishment.
8. A legally attested joint venture agreement must be provided if the bid is submitted by two or more companies, legally attested.
9. Bidders must submit an original copy of the signed and stamped Prequalification documents in a sealed and stamped envelope labeled “Original Copy” and two additional copies in sealed and stamped envelopes labeled “Additional Copies.” These envelopes (original and additional) should be placed in one envelope, with the bidder’s name, email address, phone number, and tender number. All copies must be company-sealed and identical to the original. The original bid Documents purchase receipt must also be submitted.
10. A conference to answer the Participants’ queries will be held at 10:00 AM on Thursday, December 7, 2023, at the Design Department’s office.
11. Prequalification Documents must be delivered by 12:00 PM local Baghdad time on Monday, December 18, 2023, at the Mayoralty of BAGHDAD, First Floor, General Contracts Department, in the presence of the bidders or their representatives. Late bids will be rejected.
12. Pre-qualification results will be communicated to the applicants before launching the second phase of the contracting process.
13. The successful bidder will bear the publication and advertising costs.
