تهيب وزارة الخارجية ووزارة الدفاع العراقية بالمواطنين العراقيين كافة او اي شخص يمتلك معلومات عن مواقع دفن مفترضة لرفات عراقيين أو كويتيين، فقدوا خلال حرب الخليج الثانية او جرائها، او اي معلومات عن وجود اماكن وجود ممتلكات متمثلة في المحفوظات والارشيف الاميري الكويتي الى سرعة الادلاء بها والتواصل بشأنها مع وزارتي الخارجية والدفاع العراقيتين او سفارات وقنصليات وبعثات جمهورية العراق المعتمدة في الخارج ، وبعثة اللجنة الدولية للصليب الاحمر في بغداد ،وذلك تماشياً مع متطلبات هذا الملف الانساني وتعبيراً عن حرص العراق حكومة وشعبا على بذل أقصى درجات التعاون المبني على اسس الاخوة وحسن النية وبما ينسجم مع التزامات العراق الدولية في هذا الشأن.
