Joint Statement on the High Level Security Mechanism 5th Meeting between Iraq and Turkey in Antalya on 13 April, 2025

1- The 5th meeting of the High-Level Security Mechanism between Iraq and Turkey was held in Antalya on 13 April 2025, with the participation of the Deputy Prime Minister and Foreign Minister, the Minister of Defense, the National Security Advisor, the Chairman of the Popular Mobilization Forces, the Minister of Interior of the Kurdistan Region, and the Head of the National Intelligence Service from the Iraqi side.

And on the Turkish side the Foreign Minister, the Minister of National Defense, the Director of the National Intelligence Organization, and the Deputy Minister of Interior.

2- The two sides affirmed the importance they attach to political unity and respect for each other’s territorial integrity and sovereignty. 

3- The two sides affirmed their determination to increase coordination and cooperation in all bilateral fields, including the military field, border security, counterterrorism, defense industries, energy, water, and the Development Road Project.

4- The two sides reiterated their shared desire to strengthen their bilateral relations within a sustainable institutional framework through mutual visits. In this context, they highlighted the importance of the upcoming visit of Prime Minister Mr. Mohammed Shia’ Al Sudani, to Turkey on 8 May 2025, to hold the fourth meeting of the High Level Strategic Cooperation Council.

5- In light of the common threat posed by the Kurdistan Workers’ Party (PKK) to both countries, the meeting emphasized the importance of implementing Abdullah Öcalan’s call for the disarmament and dissolution of the PKK. 

In this regard, the two sides reaffirmed their shared willingness to maintain the existing close coordination and cooperation against this common threat.

6- Given the urgent need to find a solution for Al Hol Camp, Al-Roj Camp, and other camps in Syria, the two sides discussed the necessity of forming a joint committee to address this issue.

7- Regarding the Five-Party Mechanism in Syria and its neighboring countries to confront terrorism, which began its work in Amman on March 9, 2025, the two sides reaffirmed their commitment to the establishment of a Joint Operations Center.

8- The two sides expressed their deep concern over the grave violations committed by the Israeli entity against the residents of the Gaza Strip and Lebanon, as well as Syrian territory.

9- The two sides welcomed the positive outcomes of the recent meeting between the Iranian and American delegations in Muscat on 12 April 2025, and emphasized that the continuation of this dialogue will pave the way for a peaceful solution to the conflict.
