Mechanism and Requirements for Applying for the Electronic Passport
To provide the best services to the esteemed Iraqi community residing in Canada, the embassy would like to clarify the mechanism and requirements for applying for an electronic passport, as outlined below:
Required Documents for Issuing the Electronic Passport
First: Adults
The original National Card (Unified ID).
An original Electronic Civil Status Registration Extract (Personal Record) in case the applicant does not possess the National Card.
Citizens can obtain an Electronic Civil Status Registration Extract through a special authorization certified by the embassy (this can be issued electronically in Canada) or by one of the Consulate Generals in Toronto or Montreal. For more details on how to obtain it from the relevant Civil Status Office in Iraq, please review the instructions.
The special authorization document (click here).
The original old passport.
The presence of the applicant in person.
Second: Minors (Under 18 Years of Age)
The presence of the legal guardian (father) is required with the minor children, along with: The original documents of the minors and the guardian, including: The National Card (Unified ID) or the Electronic Civil Status Registration Extract if the National Card is unavailable. The original old passport.
If the legal guardian (father) is inside Iraq, he can visit the Directorate of Passport Affairs / Foreign Affairs Department (Baghdad/ Al-Karada – Street 52) to authorize a representative to handle the minors’ passport application process. This is done through a “No Objection Letter,” which will be sent electronically to the embassy via the passport system.
A special authorization letter issued by the father can be accepted if it is issued by a notary office within Iraq, provided it is certified by the Iraqi Ministry of Foreign Affairs. Alternatively, an authorization letter issued by one of Iraq’s embassies or consulates abroad is also acceptable, provided that the content specifies authorizing the representative to complete the children’s passport procedures (stating their names). The representative must visit the Embassy of Iraq in Ottawa to process and receive the children’s passports.
When handling transactions based on the authorization letters mentioned above, the legal representative must provide the National ID card or an Electronic Civil Status Registration Extract in addition to the original documents of the minor(s), along with documents from the parents.
If the legal guardian (father) is deceased, the passport will be issued based on the original custody document issued by one of the personal status courts in Iraq, provided it is certified by the Iraqi Ministry of Foreign Affairs.
If the mother is divorced from the father, and the children are minors under her custody and care, the passport will be issued and the process completed based on the original custody decision or custody document issued by one of the personal status courts in Iraq, provided it is certified by the Iraqi Ministry of Foreign Affairs.
In the case of temporary custody documents, the document must explicitly include a clause authorizing the guardian to complete passport-related procedures with the relevant authorities (Directorate of Passport Affairs for issuing passports).
If relying on a custody document or court decision for guardianship, you must provide the original National ID card or the original Electronic Civil Status Registration Extract, as well as the original documents of the minor.
Types of Electronic Passport Applications and Associated Fees
First-time Issuance:
This type of application is processed for individuals who have never owned a passport before.
Required Documents: The original Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract if the Unified National Card is unavailable.
Issuance Fee: $73 USD, (electronic payments only) payable at the time of processing the application.
Passport Renewal:
A passport can be renewed if the previous passport begins with the letter (G) or (A).
Citizens are allowed to renew their passport up to 11 months before its expiration date.
To process a passport renewal application, the applicant must be physically present in Iraq or at the Embassy in Ottawa. This applies to all individuals, including both adults and children.
Required Documents: The original Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract if the Unified National Card is unavailable.
Renewal Fee: Issuance Fee: $73 USD, (electronic payments only) payable at the time of processing the application.
In case of Errors in the Passport:
This type of application is for individuals who have an error in one of the fields of their passport, exclusively in the Arabic language. If the error is in the English language, the application will be processed as a regular passport issuance upon request.
Required Documents: The Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract, exclusively if the Unified National Card is not available.
Fees: A correction fee of $73 USD must be paid electronically only after obtaining official approvals, which may take up to 14 business days.
Issuance of a Replacement Passport for a Lost Passport:
This type of application is for individuals who have lost their passport.
Requirements: The applicant must be physically present at the Embassy of the Republic of Iraq in Ottawa. This applies to all individuals, including both adults and children. If the applicant is a minor, the father or a legal guardian must be present, along with: A Custody Document or Authorization Letter issued by an Iraqi court and certified by the Iraqi Ministry of Foreign Affairs. Alternatively, a No Objection Letter issued by the Ministry of Interior / Directorate of Passport Affairs.
Required Documents:
The Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract, exclusively if the Unified National Card is not available.
A police report issued by Canadian police confirming the full name and passport number.
A public announcement in a local newspaper declaring the loss of the passport.
Legal Declaration for Passport Loss or Damage: A legal declaration must be made at the embassy explaining the reason for the loss or damage of the passport.
Fees for Issuing a Replacement Passport for a Lost Passport: Issuance fee: $73 USD + Lost Passport Penalty: $212 USD, to be paid electronically only after obtaining the necessary approvals, which may take up to 14 business days.
Issuing a Replacement Passport for a Damaged Passport:
This type of application is for individuals whose passports have been damaged for any reason.
Required Documents:
The Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract, exclusively if the Unified National Card is not available.
The original damaged passport.
Fees for Issuing a Replacement Passport: Issuance fee: $73 USD + Damage Penalty: $212 USD, to be paid electronically only after obtaining the necessary approvals, which may take up to 14 business days.
Renewing a Passport by Request:
This type of application is for individuals who wish to renew their passport, even though it still has more than one year of validity, provided there is a valid reason for renewal.
Required Documents: The Unified National Card (National ID) or an original, valid Electronic Civil Status Registration Extract must be provided exclusively if the Unified National Card is unavailable.
The original old passport.
Fees for issuance by request: $73 USD, to be paid electronically only using authorized payment methods. + $170 USD, to be paid in cash with an official government receipt (code 137).
The fees are paid after obtaining the necessary approvals, which may take up to 14 business days.
General Notes:
Fees for electronic passport transactions are collected via Visa Card or Master Card, which can be used internationally. Debit Cards are not accepted.
For renewal transactions made by request, the following fees apply:
A renewal fee of $73 USD, paid electronically via authorized payment methods.
An additional $170 USD fee, paid in cash with an official government receipt (code 137).
Electronic passports (renewals or first-time issuances) are processed within two business days.
Replacement passports for lost or damaged cases are processed within 14 business days.
Electronic passport application transactions are handled from Monday to Thursday.
