On 28 July 2026, the United Nations General Assembly adopted the draft resolution entitled “Modalities for the Comprehensive High-level Review of the Implementation of the Outcome Document of the Second High-level United Nations Conference on South-South Cooperation (BAPA+40).” The resolution was adopted following a recorded vote, receiving the support of 157 Member States, with one vote against.
The adoption of the resolution marked the culmination of the intergovernmental process led by the Permanent Representative of the Republic of Iraq to the United Nations in New York, Ambassador Lukman Al-Faily, in his capacity as Co-Facilitator alongside the Permanent Representative of Bulgaria, following their appointment by the President of the General Assembly pursuant to General Assembly resolution 80/156.
The resolution establishes the modalities for the comprehensive high-level review of the implementation of the Buenos Aires outcome document. It provides that the review will be held at United Nations Headquarters in New York from 24 to 26 July 2028, at the highest possible level, with the objective of assessing progress in the implementation of the outcome document, identifying emerging challenges and priorities, and adopting a political declaration to guide the next phase of South-South and triangular cooperation.
