Permanent Representative Chairs the Third and Final Informal Consultation on the Review of the Buenos Aires Outcome Document on South-South Cooperation

The Permanent Representative of the Republic of Iraq to the United Nations in New York, Ambassador Lukman Al-Faily, co-facilitated and chaired, alongside the Deputy Permanent Representative of Bulgaria, the third and final informal consultation of Member States on the draft modalities resolution for the intergovernmental review of the implementation of the outcome document of the Second United Nations High-level Conference on South-South Cooperation (BAPA+40), held on 24 June 2026 at United Nations Headquarters in New York.

In his opening remarks, the Permanent Representative underscored the importance of maintaining an inclusive, transparent, and consensus-based process. He expressed his appreciation for the interventions and written comments submitted by Member States on the draft resolution, which were duly taken into consideration in the preparation of the first revised draft.

The consultation featured a detailed consideration of the draft resolution, during which delegations exchanged views and presented proposals on various provisions relating to the scope of the review process, its format, timing, level of participation, and the outcome document to be adopted.

In his closing remarks, the Permanent Representative commended the constructive spirit demonstrated by delegations throughout the consultations, emphasizing that the contributions made would help achieve a draft resolution enjoying the broadest possible support among Member States, thereby ensuring the launch of a balanced and timely review process in preparation for the adoption of the draft resolution in accordance with the agreed timeline.
