Permanent Representative of the Republic of Iraq to the United Nations in New York Participates in the United Nations Office of Counter-Terrorism (UNOCT) High-Level Annual Briefing

Ambassador Lukman Abdulrahim Al-Faily, Permanent Representative of the Republic of Iraq to the United Nations, participated in the High-Level Annual Briefing organized by the United Nations Office of Counter-Terrorism at United Nations Headquarters in New York, on Tuesday, 28 April 2026. The session was attended by senior United Nations officials and Permanent Representatives of Member States.

This briefing constitutes a key annual event aimed at reviewing the achievements and priorities of UNOCT, as well as discussing evolving terrorist threats and strengthening international coordination. The session was chaired by Mr. Alexander Zouev, Acting Under-Secretary-General, and included briefings from several United Nations entities.

Ambassador Al-Faily delivered the statement of the Republic of Iraq, underscoring the importance of convening this briefing amid escalating terrorist challenges and in conjunction with the ninth review of the United Nations Global Counter-Terrorism Strategy. He reaffirmed Iraq’s commitment to continuing its efforts at all levels.

He also highlighted the strength of Iraq’s partnership with UNOCT, including support for capacity-building programs, Iraq’s financial contributions to the Office’s activities, and the hosting of the UNOCT Programme Office in Baghdad.

The statement further addressed Iraq’s efforts to tackle the issue of foreign terrorist fighters, including the transfer of thousands of detainees in coordination with international partners, as well as rehabilitation and reintegration programs for returnees from displacement camps. It emphasized that fair judicial accountability remains a cornerstone of Iraq’s counter-terrorism policy.

In concluding his participation, the Permanent Representative stressed that counter-terrorism is a shared responsibility, reaffirming Iraq’s continued commitment to international cooperation to promote security, stability, and the rule of law.
