The Permanent Representative of the Republic of Iraq to the United Nations and Chairman of the Group of 77 and China delivers the Group’s statement at the opening session of the Conference of (COP30)

The Permanent Representative of Iraq to the United Nations, Ambassador Lukman Al‪-Faily‪, in his capacity as Chair of the Group of 77 and China, delivered the Group’s statement during the opening session of the 30th Conference of the Parties (COP30) to the UN Framework Convention on Climate Change in Belém, Brazil.

He emphasized that the tenth anniversary of the Paris Agreement offers an opportunity to assess how global commitments have translated into real action. He underscored that climate finance remains a central priority for developing countries, noting that the pledged USD 300 billion is still insufficient to meet their needs.

The Group called on developed countries to fully deliver on the New Collective Quantified Goal on Climate Finance and to strengthen adaptation, technology transfer, transparency, and just transition frameworks in line with the principles of the Convention. The statement concluded by stressing that climate measures must not become instruments of arbitrary trade restrictions or discrimination.
