Certificate Of Origin
Fees for Certificates of Origin, Commercial Invoices, and Inspection Certificates
Fees shall be collected for the authentication of Certificates of Origin, Commercial Invoices, and Inspection Certificates in accordance with the Law on the Authentication of Signatures on Iraqi and Foreign Documents and Records No. 52 of 1970, as amended, as follows:
1. Authentication Fees
The above-mentioned documents shall be authenticated by the Iraqi Commercial Attachés or, where no Commercial Attaché exists, by Iraqi diplomatic missions. A fee of USD 160 (one hundred and sixty US dollars), or its equivalent, shall be collected for each transaction, whether the document is an original or a copy, and for each Certificate of Origin, Commercial Invoice, and Inspection Certificate.
Authentication shall be made on the final copy, while ensuring that all copies are stamped to prevent forgery. Furthermore, all copies of the transaction must be bound together with a legal seal at the top to prevent the removal of any document from the file.

2. Documents Issued by Member States of the Arab Common Market
The above-mentioned documents issued by any member state of the Arab Common Market, and authenticated by the competent official authority in the country of origin for goods produced in Arab countries, shall be authenticated without charging any authentication fee.
This exemption is implemented pursuant to:
- Resolution No. 1506 of the Economic and Social Council of the League of Arab States dated 19 February 2004; and
- The approval of the Council of Ministers / Economic Affairs Committee under Letter No. 1320 dated 26 February 2007.
The decision provides for the abolition of authentication fees on Certificates of Origin and the accompanying Commercial Invoices, while preserving Iraq’s right to apply the principle of reciprocity.
3. Goods Manufactured in Non-Arab Countries and Re-exported to Iraq Through Arab Countries
With regard to goods manufactured in non-Arab countries and entering the Iraqi market through re-export from the domestic markets of Arab countries, the following procedures shall apply:
a. Authentication by the consulate of the country of manufacture on the basis of the original Certificate of Origin submitted to the Arab country.
b. Authentication by the Ministry of Foreign Affairs of the Arab country re-exporting the goods to Iraq, confirming the authenticity of the seal of the consulate of the country of manufacture.
c. An authentication fee of USD 160 shall be collected for each transaction, and all pages must be stamped.

d. It must be ensured that the goods are genuinely produced in the country indicated as the country of manufacture. This fact should be expressly recorded during authentication in order to prevent manipulation in cases where authentication is carried out in a country other than the country of origin.
