Certificate of Origin
Fees for Certificates of Origin, Lists, and Inspection Certificates:
Fees are collected for authenticating certificates of origin, commercial lists, and inspection certificates in accordance with Law No. 52 of 1970 Concerning Authentication of Signatures on Iraqi and Foreign Documents and Records, as amended, as shown below:
1- The aforementioned documents shall be authenticated by commercial attachés or Iraqi missions in the absence of commercial attachés. A fee of (160) US dollars (cash only) shall be collected for each original or photocopied transaction for certificates of origin, commercial lists, and inspection certificates, provided that the final copy is authenticated, taking care to stamp all copies to avoid forgery. All copies of the transaction must be legally stamped at the top to prevent any paper from being withdrawn (Consular Department Circular No. 8/9/1/4666 dated May 23, 2007).
2- The aforementioned documents issued by a member state of the Arab Common Market and authenticated by the official authority in the country of origin for goods produced in Arab countries shall be authenticated (without charging a certification fee), in accordance with Resolution No. 1506 of the Economic and Social Council of the League of Arab States dated February 19, 2004, and the approval of the Council of Ministers/Economic Affairs Committee in its letter No. 1320 dated February 26, 2007, which stipulates the cancellation of certification fees for certificates of origin and accompanying trade lists, while reserving Iraq’s right to reciprocity.
3- For goods manufactured in non-Arab countries and entering the Iraqi market (as re-export from the local market of those countries to the Iraqi market), the procedures outlined below shall be followed:
A- Authentication by the consulate of the manufacturing country based on the original certificate of origin received from the Arab country.
B- Authentication by the Ministry of Foreign Affairs of the Arab country exporting the goods as re-export to Iraq of the authenticity of the consular seal of the manufacturing country.
C- A certification fee of (160) US dollars (cash only) is paid for each transaction, with all pages stamped. (Consular Department Circulars No. 8/9/1/83159 dated 8/11/2010 and (8/9/1/70440 dated 4/7/2010).
D- Ensure that the goods are produced by the same producing country and confirm this upon certification to avoid tampering in the event of certification in a country other than the country of origin.
